Commissioned by Guangxi Xinfa Aluminum Power Co., Ltd, our company undertook the supervision of this project. This project proposed to increase the volume of 1# red mud reservoir by 1,789×104 m3 to meet the needs of alumina plant for 7.51 years. The project is located in Jingxi County, Baise City, Guangxi Province, and the construction period was from December 2018 to July 2019. The content and scope of supervision included all engineering contents within the scope of construction, including 1# stacking dam, 2# stacking dam, side slope treatment and leakage prevention system, flood discharge system (drainage shaft, flood discharge pipe and return pool).
1# red mud yard originally used slurry storage process, this height increasing and expansion adopts the technically mature filter cake dry storage process, the red mud slurry is transported to the filter press workshop through the pipeline, and the red mud filter cake with less than 38% water content after filter press is transported to the red mud yard through the belt, and then backed up by car to all parts of the yard. The 1# red mud reservoir expansion plan is finally raised to 870 m elevation, which is implemented in two phases. The first phase of the project adopts the upstream method to raise the elevation to 846 m, and the second phase adopts the center-line method to raise the elevation to 870 m.
During the process of the project, the supervision department worked strictly according to the contract and conscientiously and fully performed all the contents of the contract as follows:
1.Quality control: the supervision department strictly controlled the quality of the project, so that the quality of the whole project was under control from the beginning to the end. The quality of the project met the target required by the contract.
2.Progress control: according to the owner's schedule requirements, the supervision department strictly controlled the progress of the project, controlled the monthly progress plan with the total progress plan, and controlled the weekly progress plan with the monthly progress plan, which achieved good results. The project completed the contract content 2 months ahead of schedule.
3.Investment control: the supervision department has effectively controlled the investment of the project, mainly for the rough leveling of slope, fine leveling of slope, square volume of slope cavity treatment, earth transportation distance and impermeability system, etc., to achieve the expected target.
4.Safety control: the supervision department strictly controlled the safety and civilized construction, no safety accident occurred in this project, and the target of the contract requirements was reached.
5.Contract management: the construction organization was effectively controlled according to the terms of the contract, and no claim incident occurred.
6.Information management: the project supervision department collected useful information of the project and gave timely feedback to the owner so that the owner could make decisions.
On July 15, 2019, Guangxi Xinfa Aluminum Power Co., Ltd. organized the relevant local government departments and expert groups to conduct the acceptance of the project, and the acceptance conclusion was qualified.
